오늘 '대한민국 원자력추진잠수함(SSN) 추진의 향후과제, AUKUS로부터 얻을 수 있는 교훈을 논의하는 세미나에 참석해주신 여러분을 진심으로 환영합니다.

먼저 귀한 시간을 내어주신 연사 여러분께 깊은 감사의 말씀을 드립니다.

지난달 트럼프 대통령은 한국의 핵추진 잠수함(SSN) 프로그램 추진을 승인했습니다. 이는 우리에게 매우 역사적인 순간입니다. 미국이 동맹국과 이러한 기술을 공유하기로 한 것은 영국, 호주에 이어 역사상 세 번째입니다.

그러나 우리는 정치적 승인이 끝이 아니라, 이제 시작이라는 점을 냉정하게 인식해야 합니다.

호주의 AUKUS 경험은 앞으로 마주할 현실이 훨씬 더 크다는 점을 보여줍니다.

규제 체계 구축, 의회의 승인, IAEA 안전조치, 인력 확보, 산업 기반 준비 등 넘어야 할 과제가 산적해 있습니다.

호주는 2021년에 계획을 발표했지만 아직 착공조차 이루어지지 못한 상황입니다. 한국 역시 유사한 도전에 직면해 있습니다. 오늘 세미나는 AUKUS 사례를 분석하고, 한국이 실현 가능한 SSN 로드맵을 어떻게 만들어갈 것인지 논의하는 자리입니다.

우리가 고민해야 할 핵심 질문은 단순히 핵잠수함을 보유할 수 있는가 가 아니라, 어떻게 우리의 국가 안보 전략에 통합하고, 한반도, 동북아, 인도‧태평양 지역에서 어떤 역할을 수행할 것인가입니다.

오늘의 논의가 단순한 축하를 넘어, 현실적인 전략 수립의 계기가 되기를 바랍니다.

It is my great honor to welcome you all to the seminar on Korea's nuclear powered submarine program and lessons we can learn from AUKUS.

First, let me express my sincere gratitude to our distinguished speakers.

Thank you for joining us today.

Last month, President Trump announced his approval for Korea to pursue SSN programs. This is a historic moment for us. Only the third time in US history, the US has agreed to share its technologies with an ally after the UK and Australia.

However, we must be clear-eyed that political approval is just the beginning.

Australia’s AUKUS experience shows us that the real work lies ahead. Regulatory frameworks, congressional authorization, IAEA safeguards, workforce development, and industrial preparation.

Australia announced its plan in 2021, yet construction has not even begun. Korea faces similar challenges now. 

Today's seminar aims to examine what we can learn from AUKUS and how we can chart a realistic path for Korea's SSN program.

And the question is not simply whether we can have SSN, but how we integrate them into our national security strategy and what role they will play in the Korean Peninsula, Northeast Asia, and the Indo-Pacific.

I hope today's discussion will help us move beyond the celebration toward serious strategic planning.
